A recognized industry leader, White has guided organizations of all sizes through complex procurement and compliance challenges, contributing to an exceptional record of successful CPSRs and business system assessments. He has also led the development of J.A. White's proprietary technology platforms including CPSR ProDocs IQ, ClauseSync, Pricing+, FARegVision+, GovTariff, NCSJ Flow, GFP ProTrack IQ, and Lynx IQ.

White is a nationally recognized speaker and instructor on federal procurement, subcontract management, cost and price analysis, CPSRs, and FAR & DFARS compliance. He has presented for leading organizations, including the National Contract Management Association (NCMA), the Institute for Supply Management (ISM), the National Institute of Governmental Purchasing (NIGP), and Federal Publications (FedPubs). He is also a former adjunct professor at Pennsylvania State University and former instructor at The George Washington University, where he taught procurement and acquisition related courses.

Randy Shelby serves as Vice President of Customer Success at J.A. White & Associates, LLC, where he helps government contractors strengthen procurement compliance, optimize purchasing system performance, and maintain continuous audit readiness. Drawing on nearly two decades of federal contracting experience, including former DCMA leadership experience, Randy works closely with clients to develop practical, results-driven solutions that improve operational efficiency, mitigate compliance risk, and support successful procurement outcomes.

As a recognized subject matter expert in Contractor Purchasing System Reviews (CPSRs), subcontract management, procurement automation, and FAR & DFARS compliance, Randy partners with organizations to improve procurement processes, standardize documentation, and implement best practices that align with federal acquisition requirements. He also plays a key role in helping clients leverage J.A. White's proprietary technologies, including CPSR ProDocs IQ, ClauseSync, and Pricing+ to modernize procurement operations and strengthen compliance.

Randy is a frequent presenter and instructor at government contracting conferences and training events, where he shares practical strategies for procurement compliance, subcontract management, clause flowdowns, and procurement automation. His client-focused approach combines regulatory expertise with technology-driven solutions to help organizations streamline operations, reduce risk, and maintain audit-ready purchasing systems.

Stephen L. Hall serves as General Counsel and Subject Matter Expert for J.A. White & Associates, LLC, providing legal counsel and strategic guidance on government contracting, procurement compliance, corporate governance, and regulatory matters. A graduate of the University of South Carolina School of Law and a licensed South Carolina attorney, Hall brings more than two decades of legal experience advising organizations on complex business, compliance, and acquisition issues.

As General Counsel, Hall oversees the firm's legal affairs while advising clients on federal acquisition regulations, procurement compliance, ethics, organizational conflicts of interest (OCI), subcontract management, and risk mitigation. He works closely with government contractors to align procurement practices with FAR, DFARS, and other federal requirements, helping organizations strengthen internal controls, reduce regulatory risk, and maintain audit-ready purchasing systems.

In addition to his legal responsibilities, Hall supports the development of J.A. White's procurement modernization initiatives by combining legal expertise with practical compliance strategies. His work helps clients navigate evolving regulatory requirements, implement sound governance practices, and build defensible procurement processes that promote operational integrity and long-term success.
