Jeffery A. White, C.P.M.
CEO and Founder of J.A. White & Associates, Inc.

Mr. White has over 25 years of federal contracting experience in both the private and public sectors. His experiences have focused in the areas of supplier financial management, procurement risk management, procurement compliance training, and the development of supply management policies and procedures for governmental agencies, manufacturing plants, service organizations, and hundreds of suppliers across the United States, Europe and Middle East.

Jeffery is a noted international speaker for organizations such as Public Contracting Institute (PCI), the National Contract Management Association (NCMA), Federal Publications (FedPubs), the Institute of Supply Management (ISM), the National Institute of Governmental Purchasing (NIGP), and other supply management and acquisition organizations.

A former adjunct professor at Pennsylvania State University and instructor with George Washington University (Washington, DC), Mr. White is one of the leading subject matter experts in Procurement and Federal Contracting.




Jeffrey R. Rankin
Vice President - Operations

Mr. Jeffrey R. Rankin is currently J.A. White & Associates, Inc.’s Vice President of Operations. Mr. Rankin is located in our Washington, DC office and is responsible for coordinating technical activities and management of consultant staff for J.A. White & Associates, Inc. With over 30 years of experience, he is a subject matter expert in the area of Contract/Program Management, OCI requirements, procurement systems, and regulatory compliance.

Mr. Rankin has an extensive background in program management and compliance specifically for the Special Operations Command of the U.S. Military and as the Director of both U.S. Government and International contracts administration organizations. He coordinated staff that was responsible for contract language, contract negotiations, auditing all contract costs (bid and actual), and compliance to all contract requirements and Government regulations.




Casandra C. White
Vice President – Small Business Procurement, Acquisition and Compliance Solutions

Ms. White was named Vice President of Small Business Procurement, Acquisition and Compliance Solutions in July 2014 when J.A. White & Associates, Inc. launched its new small business division. This dynamic new division will focus on small business concerns and develop customized solution packages for all small business financial levels. Ms. White’s experience within the small business corridor will instruct clients on how to compete with larger companies, how to position for prime awards, assist new small business primes in navigating the territories of federal contracting and allow gateway access to other partnerships through networking. White’s more than 15 year career has included cradle to grave Procurement, Compliance, Subcontract Management and Small Business Advocate positions at Northrop Grumman and BAE Systems.




Stephen L. Hall
General Counsel

Mr. Stephen L. Hall is J.A. White & Associates, Inc.’s General Counsel. Mr. Hall received his J.D. from the University of South Carolina School Of Law in 1999 and is licensed in South Carolina. Prior to joining J.A. White & Associates, Mr. Hall spent 14 years in private practice representing both plaintiffs and defendants in state and federal courts. His primary areas of experience are with complex insurance coverage/defense, defense of government agencies, and regulatory compliance.

In addition to managing the company’s legal office, Mr. Hall is a subject matter expert in regulatory compliance on both the federal and state levels. He monitors the ever-changing regulatory landscape and advises clients on how to assess and address these changes from a strategic and a legal perspective.
